2024-0195-R FINAL PUBLIC HEARING: Consider adopting a resolution approving the Community Development Block Grant 2024-2025 Annual Action Plan and Budget, including funding recommendations.
All items listed under this section, Consent Agenda, are considered to be routine by the City Council and may be enacted by one motion. If discussion is desired by the Council, any item may be removed from the Consent Agenda at the request of any Councilmember and will be considered separately.

Consider adopting a resolution approving the Consent Agenda items and the appropriate resolutions and ordinances for each of the following:
2024-0197-R Consider adopting a resolution authorizing the purchase of one Chevrolet medium duty Crew Cab and Chassis with utility flatbed from Don Ringler Chevrolet Fleet and Commercial in Temple in the estimated amount of $96,585.38.
2024-0198-R Consider adopting a resolution ratifying a truck rental agreement with Big Truck Rental of Tampa, Florida in the estimated amount of $180,695.50.
2024-0199-R Consider adopting a resolution ratifying an increase in the expenditures for FY 2024 from $247,800 to $400,800 for the hauling and disposal of sludge fees paid to S&M Vacuum & Waste, Ltd of Killeen.
2024-0200-R Consider adopting a resolution ratifying a services agreement for building inspection services from Rinehart Real Estate Inspection Service in the estimated amount of $143,930 for FY 2024.
2024-0201-R Consider adopting a resolution authorizing an Interlocal Agreement with the Belton Independent School District (BISD) to provide after school programming at six school locations.
2024-0202-R Consider adopting a resolution authorizing an Interlocal Agreement with the Academy Independent School District (AISD) to provide day camps on select Fridays throughout the school year when school is not in session.
2024-0203-R Consider adopting a resolution authorizing a professional services agreement with Power Wellness Management, LLC of Lombard, IL to develop a wellness master plan for the Summit Recreation Center, in the estimated amount of $70,796.
2024-0204-R Consider adopting a resolution authorizing contract amendment #6 to the professional services agreement with Kasberg, Patrick & Associates, LP, for bidding and construction phase services required for the 24th Street Overpass and Pedestrian Improvements in the estimated amount of $215,300.
2024-0205-R Consider adopting a resolution authorizing a construction contract with Patin Construction, LLC of Taylor for construction of the 24th Street Overpass and Pedestrian Improvements in the estimated amount of $4,022,450.
2024-0206-R Consider adopting a resolution authorizing change order #4 to the construction contract with Emerson Construction Company, Inc. of Temple related to the construction of Poison Oak Road Realignment Phase 1 in the estimated deductive amount of $93,176.25.
2024-0207-R Consider adopting a resolution ratifying contract amendment #1 to the emergency services agreement with D&J Enterprises, Inc. of Auburn, Alabama, for debris removal services in the amount of $114,760.02.
2024-0208-R Consider adopting a resolution authorizing a Discretionary Service Agreement with Oncor Electric Delivery Company, LLC, for the relocation of their overhead electrical system in association with the Outer Loop West Phase 1 project in the estimated amount of $58,416.88.
2024-0030-O SECOND & FINAL READING – FY-24-27-ZC: Consider adopting an ordinance authorizing a rezoning request from Multi-Family 1 (MF-1) to Planned Development-Neighborhood Services (PD-NS), with a site development plan, to allow, as a permitted use, a Substance Abuse Treatment Facility or a Transitional Shelter at 509 S 9th Street (Cora Anderson Building), Temple, Texas
2024-0031-O SECOND & FINAL READING – FY-24-30-ZC: Consider adopting an ordinance authorizing a rezoning request from Neighborhood Service (NS) to General Retail (GR) on 2.00 +/- acres located in the Maximo Moreno Survey, Abstract No. 14, in the City of Temple, TX addressed as 2945 Martin Luther King Drive.
2024-0209-R Consider adopting a resolution accepting 0.1389-acre and 0.014-acre wastewater easements from Polmer, LLC (Polmer) in accordance with a water and wastewater agreement between the City and Polmer for the construction of water and wastewater facilities.
2024-0210-R Consider adopting a resolution granting a 30 foot by 10 foot easement to Oncor Electric Delivery Company, LLC for electric “guying” facilities necessary for the relocation of existing Oncor facilities.
2024-0033-O FIRST READING - PUBLIC HEARING - FY-24-28-ZC: Consider adopting an ordinance authorizing rezoning from Agricultural (AG) to Planned Development (PD) with a base zoning Single-Family-1 (SF-1) being at least 35%, and no more than 25% Multi-Family-2 (MF-2), 15% General Retail (GR) and 25% Single-Family Attached-3 (SFA-3) on 123.381 +/- acres, located in the Maximo Moreno Survey, Abstract No. 14 in the City of Temple, TX, addressed as 1301 FM 93.
2024-0034-O FIRST READING – PUBLIC HEARING: Consider adopting an ordinance approving the Temple Parks & Recreation Department’s Youth Programs Standards of Care and approving the 2024 – 2025 annual report.
2024-0212-R Consider adopting a resolution authorizing a developer requested exception for a reduction in park fee per UDC Section 8.3.2.C for a 15.413 +/- acre, multi-family community known as The Hudson at the Crossroad District, described as The Crossroad District Phase I, Block 1, Lot 40, in the City of Temple, TX, addressed as 6611 Abode Ave.
The City Council reserves the right to discuss any items in executive (closed) session whenever permitted by the Texas Open Meetings Act.
