Consider adopting a resolution approving the Consent Agenda items and the appropriate resolutions and ordinances for each of the following:
2025-0120-R Consider adopting a resolution authorizing a land lease agreement with SeaRey Adventures, LLC, c/o Tom and Gayle Rhines, to construct a permanent metal hangar on a 110’ x 125’ plot in the commercial hangar area at the Draughon-Miller Central Texas Regional Airport.
2025-0121-R Consider adopting a resolution authorizing a First Amendment to the Land Lease Agreement with the Temple Fire & Rescue, a department of the City of Temple, to expand the leased area to accommodate additional training facilities at Fire Station 8, and on Airport property.
2025-0122-R Consider adopting a resolution authorizing the purchase and installation of pool equipment from Landmark Aquatic of Progressive Commercial Aquatics, LLC, in the estimated amount of $52,070.
2025-0123-R Consider adopting a resolution authorizing a reimbursement to Temple & Central Texas Railway (TC Rail), a subsidiary of Patriot Rail Company, LLC, for rail maintenance expenses in the estimated amount of $79,204.47.
2025-0124-R Consider adopting a resolution authorizing a professional services agreement with Kasberg, Patrick & Associates, LP for the design, bidding and construction administration services required for the Crossroads Park Restroom and Storage Facility project in the estimated amount of $82,500.
2025-0125-R Consider adopting a resolution authorizing a professional services agreement with Turley Associates, Inc., for the design, bidding, and construction administration required for improvements to West Temple Park Trail and the construction of Hog Pen Creek Trail extension from West Temple Park to Prairie View Road in the estimated amount of $328,440.
2025-0126-R Consider adopting a resolution authorizing contract amendment #4 to the professional services agreement with Kasberg, Patrick & Associates, LP of Temple for additional construction phase services for the Avenue G Pump Station Improvements project in the estimated amount of $58,823.73.
2025-0011-O SECOND & FINAL READING – FY-24-34-ZC: Consider adopting an ordinance approving a rezoning request from General Retail (GR) and Single-Family (SF-1) to General Retail (GR) and Single-Family (SF-1) on 1.6938 +/- acres, situated in the Maximo Moreno Survey, Abstract No. 14, City of Temple, Bell County, Texas, addressed as 1818 N 3rd Street.
2025-0012-O SECOND & FINAL READING – FY-25-8-ZC: Consider adopting an ordinance authorizing a rezoning and a binding site development plan from Agricultural District (AG) to Planned Development General Retail (PD-GR) on 122.152 +/- acres located in the William Gilmore Survey, Abstract No. 339, City of Temple, Bell County, Texas, addressed as 6250 and 6576 Pegasus Drive.
2025-0013-O SECOND & FINAL READING - FY-25-4-AB: Consider adopting an ordinance authorizing the release of a 649 +/- square foot right-of-way being a portion of Jack White Street at its eastern terminus.
2025-0127-R Consider adopting a resolution authorizing the purchase of property necessary for the Avenue D Connections and Alleys Project and authorizing closing costs associated with the purchase in an estimated amount of $185,000 and relocation benefits in an estimated amount of $89,885.
2025-0128-R Consider adopting a resolution approving and accepting the assignment of the Buyer’s interest in the purchase of approximately 5.252 unimproved acres located at 2101 E. Adams Avenue, in the total purchase price of $700,000, including closing costs.
2025-0129-R Consider adopting a resolution amending the terms of a Chapter 380 Economic Development Agreement with the Temple Economic Development Corporation clarifying when certain real property must be returned to the City.
2025-0130-R Consider adopting a resolution amending the terms of a Chapter 380 Economic Development Agreement with the Temple Economic Development Corporation clarifying when proceeds from the sale of certain real property must be returned to the City.
2025-0131-R Consider adopting a resolution ratifying a grant application and authorizing the City Manager to accept funding from the Texas Commission on the Arts - Arts Respond Performance Support program in an amount not to exceed $212.
2025-0132-R Consider adopting a resolution authorizing the application and acceptance of grant funds from the Summerlee Foundation Texas History Program, in an amount not to exceed $8,687.06.
2025-0135-R Consider adopting a resolution approving an Interlocal Agreement with the Temple Health and Bioscience District (THBD) through which the City will acquire ownership of certain property, agree to construct certain drainage improvements and pay $3,750,000 to the THBD in support of economic development in TMED.
2025-0014-O FIRST READING – PUBLIC HEARING – FY-24-33-ZC: Consider adopting an ordinance approving an amendment to Ordinance No. 2022-0059-O to remove warehouse office from the list of prohibited uses within the General Retail segment with a Conditional Use Permit (CUP) to allow warehouse office within the General Retail segment, on 75.2480 +/- acres, located in the City of Temple, Bell County, Texas, addressed as 7040 Brookside Blvd.
2025-0015-O FIRST READING – PUBLIC HEARING: Consider adopting an Ordinance approving the 2023 National Electrical Code (NEC) in accordance with state-mandated regulations.
The City Council reserves the right to discuss any items in executive (closed) session whenever permitted by the Texas Open Meetings Act.
