Consider adopting a resolution approving the Consent Agenda items and the appropriate resolutions and ordinances for each of the following:
2025-0001-R Consider adopting a resolution ratifying the purchase of one (1) 2024 diesel-powered front load refuse truck from Volvo & Mack Trucks of Waco in the estimated amount of $379,396.20, as well as declare an official intent to reimburse the expenditure with the issuance of 2025 Limited Tax Notes.
2025-0002-R Consider adopting a resolution ratifying a truck rental agreement with Rush Truck Leasing, Inc. of San Antonio in the estimated amount of $87,370.
2025-0003-R Consider adopting a resolution authorizing a professional services agreement with Turley Associates, Inc., of Temple for boundary and topographical survey data, construction plans, and bidding and construction phase services required for the Von Rosenberg Park improvements project in the estimated amount of $98,282.57.
2025-0004-R Consider adopting a resolution authorizing a five-year agreement for professional consulting services related to the Community Development Block Grant with Northeast & Bucks Co. T/A Mullin & Lonergan Associates of Pittsburgh, PA in the estimated amount of $53,000.
2025-0005-R Consider adopting a resolution authorizing the implementation of an integrated library solution, Polaris, and a three-year subscription with Innovative Interfaces, Inc. of Ann Arbor, Michigan in the estimated amount of $200,481.
2025-0006-R Consider adopting a resolution authorizing the purchase of mobile and portable radios from Dailey & Wells Communications, Inc. of San Antonio in the estimated amount of $446,835.35 and the purchase of install kits and labor for radio swaps in police vehicles from Dana Safety Supply, Inc. of Greensboro, North Carolina in the estimated amount of $52,250, as well as declaring an official intent to reimburse the expenditures with the issuance of 2025 Limited Tax Notes.
2025-0007-R Consider adopting a resolution authorizing the purchase of 100 Yunex M60 traffic signal controllers from Iteris, Inc. of Santa Ana, CA in the estimated amount of $246,000, as well as declare an official intent to reimburse the expenditures with the issuance of 2025 Limited Tax Notes.
2025-0008-R Consider adopting a resolution authorizing a five-year contract with Avfuel Corporation of Ann Arbor, Michigan for the supply of aviation bulk fuels and other business support services to operate as the exclusive fuel provider at the Draughon-Miller Central Texas Regional Airport in the estimated annual amount of $2,281,900.
2025-0009-R Consider adopting a resolution authorizing a Third Amendment to the 2018 Airport Hangar Lease Agreement with Cory Rance for Hangar #24 at the Draughon-Miller Central Texas Regional Airport to exercise a third one-year renewal
2025-0010-R Consider adopting a resolution authorizing contract amendment #23 to the professional services agreement with Jacobs Engineering Group, Inc. for construction phase services associated with Phase 4C of the Bird Creek Interceptor Project in the estimated amount of $61,442.
2024-0066 SECOND & FINAL READING - FY-25-1-AB: Consider adopting an ordinance authorizing the release of a 0.479 +/- acre right-of-way subject to a public-utility easement being a portion of Old Howard Road near its realigned intersection with the Outer Loop.
2025-0011-R Consider adopting a resolution authorizing a FY25 Temple Community Partnership Program – Heritage & Arts agreement with the Cultural Activities Center, for enhancement programming to become an arts destination, in an amount not to exceed $75,000.
2025-0012-R Consider adopting a resolution approving the Fourth Amendment to the Economic Development Agreement between the City of Temple, Turner Behringer Temple One LLC, and Temple Historic Arcadia Theatre, Inc.
2025-0013-R Consider adopting a resolution to ratify dedicating a 0.1257 +/- acre utility easement to Oncor Electric Delivery Company, LLC on property located in the E. Pennington Survey, Abstract No. 658, City of Temple, Bell County, Texas and addressed as 601 Momma Dog Circle.
2025-0014-R Consider adopting a resolution authorizing the purchase of a water line easement and temporary construction easement necessary for the Northwest 36” Transmission Main Project and authorizing closing costs associated with the purchase in an estimated amount of $15,000.
2025-0015-R Consider adopting a resolution of support for an age restricted housing tax credit project by Brownstone Affordable Housing, Ltd., in the form of fee waivers not to exceed $500.
2025-0016-R Consider adopting a resolution ordering the May 3, 2025 City of Temple General Election for Councilmember District 1 and Councilmember District 4 and authorizing joint election agreements with Temple Independent School District, Temple College and Temple Health & Bioscience Economic Development District.
2025-0017-R Consider adopting a resolution approving a contract for the purchase of the downtown Texell office building and two associated parking lots, and authorizing closing costs associated with the purchase in an estimated total not to exceed amount of $3,325,000 as well as declare an official intent to reimburse a portion of the expenditure with the issuance of the 2025 Utility Revenue Bonds.
2025-0001-O FIRST READING – PUBLIC HEARING: Consider adopting an ordinance amending the Fire Fighter classifications to add six (6) Fire Fighter positions.
2025-0002-O FIRST READING - PUBLIC HEARING – FY-24-6-ANX: Consider adopting an ordinance authorizing the voluntary annexation of 19.142 +/- acres of land situated in the David Meador Survey, Abstract No. 577 and John Cummings Survey, Abstract No. 178 in the City of Temple's Extra-Territorial Jurisdiction (ETJ) addressed as 9738 W. Highway 36.
2025-0003-O FIRST READING – PUBLIC HEARING – FY-25-5-ZC: Consider adopting an ordinance approving a Conditional Use Permit (CUP) to allow a recreational vehicle (RV) park on 29.00 +/- acres located in the David Meador Survey, Abstract No. 577 and John Cummings Survey, Abstract No. 178, City of Temple, Bell County, Texas, generally located north of State Highway 36 and identified as Bell County Tax ID 130698 and 193165.
2024-0067 FIRST READING – PUBLIC HEARING – FY-25-2-ZC: Consider adopting an ordinance authorizing a rezoning from Agriculture (AG) and AG with a Conditional Use Permit (AG-CUP) for two RV spaces to Planned Development Multi-Family One (PD-MF-1) and Neighborhood Service (PD-NS) with a site/development plan on 19.89 +/- acres located in the Baldwin Robertson Survey, Abstract No. 17, City of Temple, Bell County, Texas, addressed as 8570 Prairie View Road, 1814 Split Pea Road, and 1900 N Pea Ridge Road.
2025-0004-O FIRST READING – PUBLIC HEARING – FY-24-32-ZC: Consider adopting an ordinance approving a rezoning request from Agricultural (AG) to General Retail (GR) on 0.040 +/- acres, located in the S P Terry Survey, Abstract No. 812, City of Temple, Bell County, Texas, addressed as 2 Woodland Trail, Belton, Texas.
2025-0005-O FIRST READING – PUBLIC HEARING – FY-24-41-ZC: Consider adopting an ordinance approving a Conditional Use Permit (CUP) to allow a recreational vehicle (RV) park on 24.826 +/- acres, located in the Maximo Moreno Survey, Abstract No. 14, in the City of Temple, TX, generally located north of State Highway 53, on the east side of Dairy Road, and identified as Bell County Tax ID 76141.
2025-0019-R FY-24-41-PLT - Consider adopting a resolution approving the Final Plat of Nama’s Temple Townhomes, a 1.630 +/- acre, 22-lot, 1-block, 1-tract residential subdivision, being a replat of Lot 2, Block 1, Baker Subdivision Replat #1, with a developer-requested exception to UDC Section 8.2.1 and 8.1.3 related to cul-de-sacs and dead-end fire apparatus roads to allow a hammerhead street design, located in the C. S. Masters Survey, Abstract No. 550, in the City of Temple, Bell County, Texas addressed as 202 S. 41st Street.
