Receive the City of Temple’s Annual Comprehensive Financial Report for fiscal year ended September 30, 2024.
2025-0053-R PUBLIC HEARING: Conduct a public hearing and consider adopting a resolution of support for the Texas Home Collaborative (Village Communities of Texas), a regional housing authority, in partnership with the Cesar Chavez Foundation, to acquire, rehabilitate and operate the affordable housing community known as the Village at Meadowbend, located at 2787 S. Martin Luther King Jr. Drive in Temple, and authorizing the execution of a Cooperation Agreement in support of such development.
Recognize the Temple Public Library for receiving the Texas Municipal Library Director’s Association 2024 Achievement of Excellence in Libraries Award.

Recognize the Temple Railroad and Heritage Museum Foundation Board for their fundraising efforts and donation for a Trackless Train.

2025-0054-R Consider adopting a resolution authorizing the purchase and installation of playground equipment from Cunningham Recreation of Charlotte, North Carolina in the estimated amount of $139,733.40.
2025-0055-R Consider adopting a resolution authorizing an Agreement for a Local On-System Improvement Project with the State of Texas for the construction of a 6 to 16 foot wide concrete shared-use path to improve pedestrian safety on southbound Spur 290 (3rd Street) from Avenue A to Avenue F and to install concrete barrier rail and railroad safety fencing on the bridge span over the BNSF rail lines in the City of Temple, Bell County, Texas, for a total estimated cost of $5,520,000, with the City responsible for all costs associated with the project.
2025-0056-R Consider adopting a resolution authorizing an interlocal agreement with Bell County Central County Services (CCS) Diversion Center for adults experiencing mental health crises.
2025-0057-R Consider adopting a resolution authorizing an Interlocal Agreement with the City of Killeen and Bell County to establish the right, duties, administration, and division of funds received under the 2024 Edward Byrne Memorial Justice Assistance Grant (JAG) program.
2025-0041-R Consider adopting a resolution authorizing a professional services agreement with BRW Architects of College Station for design services required for the construction of a new Fire Station No. 7 in the estimated amount of $575,140.
2025-0058-R Consider adopting a resolution authorizing contract amendment #2 to the professional services agreement with Kasberg, Patrick & Associates, LP of Temple for design services required for Nugent Avenue from 3rd Street to 14th Street in the estimated amount of $114,930.00.
2025-0059-R Consider adopting a resolution authorizing a construction contract for landscaping improvements on City-owned property, generally located at 8 North 13th Street, and commonly referred to as the old Lengefeld Lumber property, with ArborTrue, LLC of Kingwood in the estimated amount of $93,832.53.
2025-0060-R Consider adopting a resolution authorizing change order #1 to the construction contract with Texas AirSystems, LLC of Austin to enhance the scope of the Historic Post Office mechanical and electrical system project in the estimated amount of $424,223.
2025-0061-R Consider adopting a resolution authorizing change order #2 to the construction contract with Wright Builders of Temple for Santa Fe Community Market drainage improvements in the estimated amount of $145,120.

2025-0065-R Consider adopting a resolution authorizing the City Manager or Director of Finance to act on behalf of the City to review pricing offers submitted for the supply of natural gas for the City’s compressed natural gas fueling station, and if in the best interest of the City, enter into a contract with the vendor offering the best value for a period up to 10 years beginning April 1, 2025.
2024-0067-O FIRST READING – PUBLIC HEARING – FY-25-2-ZC: Consider adopting an ordinance authorizing a rezoning from Agriculture (AG) and AG with a Conditional Use Permit (AG-CUP) for two RV spaces to Planned Development Multi-Family One (PD-MF-1) and Neighborhood Service (PD-NS) with a site/development plan on 19.89 +/- acres located in the Baldwin Robertson Survey, Abstract No. 17, City of Temple, Bell County, Texas, addressed as 8570 Prairie View Road, 1814 Split Pea Road, and 1900 N Pea Ridge Road.
2025-0006-O FIRST READING - PUBLIC HEARING: Consider adopting an ordinance amending Chapter 8 of the City of Temple Code of Ordinances and renaming the chapter “Emergency Management and Disaster Relief.”
2025-0007-O FIRST READING – PUBLIC HEARING: Consider adopting an ordinance authorizing an amendment and adopting the Tax Increment Financing Reinvestment Zone No. 1 Financing and Project Plans to align with Master Plans which includes adjustments to operating expenditures and public improvements for years FY 2025 – FY 2029.
The City Council reserves the right to discuss any items in executive (closed) session whenever permitted by the Texas Open Meetings Act.
