2021-0105-R: Consider adopting a resolution authorizing the purchase of eight vehicles in the total amount of $278,570 from the following vendors: Seven pickup trucks from Randall Reed’s Planet Ford 635 of Garland for $226,990, and one pickup truck from Caldwell Country Ford of Rockdale for $51,580.

2021-0106-R: Consider adopting a resolution authorizing a construction contract with Clark Roofing and Construction, Inc. of Woodway for the expansion of the pump station building located at the Airport in the amount of $113,000.

2021-0107-R: Consider adopting a resolution authorizing a construction contract with Clark Roofing & Construction of Waco for roof replacements at Mayborn Convention Center, City Hall, Lanier Center, and Fire Station No. 4 in the amount of $701,473.48, as well as declare an official intent to reimburse the expenditures with the issuance of the Combination Tax and Revenue  Certificates of Obligation Bonds, Series 2021.

2021-0108-R: Consider adopting a resolution authorizing a Discretionary Service Agreement with Oncor Electric Company for the relocation of a portion of their overhead electrical system in association with the MLK Festival Grounds Project in the amount of $516,569.00, as well as declare an official intent to reimburse the expenditures with the issuance of Reinvestment Zone Number One Tax Increment Revenue Bonds, Series 2021A.

2021-0109-R: Consider adopting a resolution authorizing a professional services agreement with Kasberg, Patrick & Associates, LP of Temple for final design and bidding phase services required for the Avenue G Pump Station Improvement project in the amount of $345,250.

2021-0110-R: Consider adopting a resolution authorizing a professional services agreement with Kasberg, Patrick & Associates LP,  of  Temple  for trail lighting design services along Pepper Creek Trail from FM 2305 to the Outer Loop for an amount of $279,200.

2021-0111-R: Consider adopting a resolution authorizing a professional services agreement with  Kasberg, Patrick & Associates, LP of Temple for design work to rehabilitate the pedestrian bridge near Kegley Road and FM 2305 as well as design the future expansion of the Pepper Creek Trail under the bridge headed south along Pepper Creek and along FM 2305 to connect to existing sidewalks in the amount of $239,400.

2021-0112-R: Consider adopting a resolution authorizing contract amendment #2 to the professional services agreement with Kasberg, Patrick & Associates, LP, of Temple for design services for the Downtown City Center project in the amount of $84,800.

2021-0113-R: Consider adopting a resolution authorizing a Chapter 380 Economic Development Agreement between the City of Temple and the Temple Economic Development Corporation for the transfer of an approximately 113.869 acre tract located in Synergy Park at the intersection of Lorraine Avenue and Panda Drive.

2021-0017-O: SECOND & FINAL READING: Consider adopting an ordinance authorizing the abandonment of a 0.6529-acre portion of Jack White Street right of way as dedicated in Walker Saulsbury Commercial Subdivision Phase III, an addition to the City of Temple, as shown in the plat of record in Cabinet B, Slide 240-A, Plat Records of Bell County, Texas.

2021-0114-R: Consider adopting a resolution authorizing the City Manager to enter into an Interlocal Agreement for the transfer of decommissioned Temple Police Department Patrol vehicles to the City of Dawson (TX) Police Department.

2021-0115-R: Consider adopting a resolution authorizing the Fire Chief or their designee to apply for regular license plates and exemption from identification requirements for the Fire Marshal’s office investigative vehicles.

2021-0116-R: Consider adopting a resolution authorizing the purchase of the properties situated at 111 South 6th Street and 114 South Martin Luther King, Jr. Drive, and authorizing closing costs associated with the purchase in an estimated amount of $105,000.

Dodgen Loop.

2021-0018-O: FIRST READING – PUBLIC HEARING - FY-21-18-ZC: Consider adopting an ordinance approving a rezoning request from Agricultural to Light Industrial (LI) District on 1+/- acre and 5+/- acres addressed as 1801 and 2215 Moores Mill Road, and a 0.24+/- acre remainder of 0.923 +/- acre tract described as Tract 1 in Volume 5869, Page 900 and conveyed to Temple Economic Development Corporation in Doc. No. 2015011307, Official Public Records of Real Property, Bell County, Texas.

2021-0019-O: FIRST READING – PUBLIC HEARING – FY-21-20-ZC: Consider adopting an ordinance for a rezoning request from Agricultural (AG) to Planned Development Neighborhood Service (PD-NS) on 2.725 +/- acres and to Planned Development Single-Family-1 (PD-SF-1) on 2.778 +/- acres with development/ site plan approval, located at 4107 W. FM 93.

2021-0020-O: FIRST READING & PUBLIC HEARING: Consider adopting an ordinance extending and amending City Ordinance No. 2020-5071, which established a pilot program for extended outdoor dining, seating, and mobile food unit (MFU) operation within the City's Central Area (CA) Zoning District.

2021-0021-O: FIRST READING – PUBLIC HEARING: Consider adopting an ordinance authorizing an amendment and adopting the Tax Increment Financing Reinvestment Zone No. 1 Financing and Project Plans to align with Master Plans which includes adjusting revenue, bond proceeds, funding future debt service, operating expenditures, ROW/Land acquisition, and public improvements for years FY 2021-2042.

2021-0118-R: Consider adopting a resolution authorizing proceeding with the issuance of City of Temple, Texas Combination Tax and Revenue Certificates of Obligation, Series 2021 and further directing the Publication of Notice of intention to issue Certificates of Obligation and other matters related to the issuance.
 
The City Council reserves the right to discuss any items in executive (closed) session whenever permitted by the Texas Open Meetings Act.
