2025-0016-O FIRST & FINAL READING - PUBLIC HEARING: Consider adopting an Ordinance authorizing the issuance $6,900,000* City of Temple, Texas Limited Tax Notes, Series 2025; Authorizing the levy of an ad valorem tax in support of the notes; Approving an Official Statement and a Paying Agent/Registrar Agreement; Awarding the Sale of the Notes; and authorizing other matters related to the issuance of the Notes.
2025-0017-O FIRST & FINAL READING - PUBLIC HEARING: Consideration and action with respect to an Ordinance Authorizing the Issuance of $53,000,000* City of Temple, Texas Combination Tax and Revenue Certificates of Obligation, Series 2025; Authorizing the Levy of an Ad Valorem Tax and the Pledge of Certain Revenues in Support of the Certificates; Approving an Official Statement and a Paying Agent/Registrar Agreement; Awarding the Sale of the Certificates; and Authorizing Other Matters Related to the Issuance of the Certificates.
2025-0018-O FIRST & FINAL READING – PUBLIC HEARING: Consideration and action with respect to the "Thirteenth Supplemental Ordinance to the Master Ordinance Establishing the City of Temple, Texas Utility System Revenue Financing Program" related to the issuance of City of Temple, Texas Utility System Revenue Bond, Series 2025 in the aggregate principal amount not to exceed $103,000,000*.
2025-0019-O FIRST & FINAL READING – PUBLIC HEARING: Consider adopting an ordinance authorizing the issuance of $43,000,000* City of Temple, Texas General Obligation Refunding Bonds, Series 2025; Authorizing the levy of an ad valorem tax in support of the bonds; approving an official statement, a purchase agreement, an escrow agreement and a paying agent / registrar agreement, calling certain obligations for redemption and authorizing other matters relating to the bonds.
2025-0020-O FIRST & FINAL READING – PUBLIC HEARING: Consider adopting a “Fourth Supplemental Ordinance to the Master Ordinance Establishing the City of Temple, Texas Reinvestment Zone Number One Tax Increment Revenue Financing Program” to authorize the issuance of City of Temple, Texas Reinvestment Zone Number One Tax Increment Refunding Revenue Bonds, Series 2025 in the aggregate not to exceed amount of $21,000,000*.
All items listed under this section, Consent Agenda, are considered to be routine by the City Council and may be enacted by one motion. If discussion is desired by the Council, any item may be removed from the Consent Agenda at the request of any Councilmember and will be considered separately.

Consider adopting a resolution approving the Consent Agenda items and the appropriate resolutions and ordinances for each of the following:
2025-0139-R Consider adopting a resolution authorizing the expenditure of additional funds for emergency vehicle maintenance and repair services from Siddons Martin Emergency Group, LLC of Houston in the estimated amount of $175,000, for a total of $375,000 in FY 2025.
2025-0140-R Consider adopting a resolution ratifying an agreement with Technology for Education of Hewitt for installation of a public announcement system and announcement scheduling module at the Temple Public Library in the estimated amount of $50,479.
2025-0141-R Consider adopting a resolution authorizing a services agreement with Texas Energy & Automation Management Solutions, LLC of Waco, for the purchase and installation of HVAC controls associated with the equipment in the City Hall Annex in the estimated amount of $219,500.
2025-0142-R Consider adopting a resolution authorizing a construction contract with Vortex Services, LLC of Houston for manhole rehabilitation, in an estimated amount of $178,739.
2025-0143-R Consider adopting a resolution authorizing change order #5 to the construction manager-at-risk agreement with SpawGlass Construction Corporation of Houston for repairs and improvements to the tipping floor pit edges of the Solid Waste Complex Transfer Building in the estimated amount of $134,000.
2025-0144-R Consider adopting a resolution authorizing change order #4 to the construction contract with McLean Construction, Inc. of Killeen for the Knob Creek Trunk Sewer Improvements Phase I project in the estimated amount of $168,475.
2025-0145-R Consider adopting a resolution authorizing change order #5 to the construction contract with RT Schneider Construction Company, Ltd. of Temple for changes related to the construction of South Pea Ridge Road Improvements in the estimated amount of $82,885.35.
2025-0015-O SECOND & FINAL READING: Consider adopting an Ordinance approving the 2023 National Electrical Code (NEC) in accordance with state-mandated regulations.
2025-0146-R Consider adopting a resolution ratifying a Rule 11 agreement for the purchase of three properties for the Temple-Bell County Annex Relocation Site at a total cost of $190,000.00.
2025-0151-R FY-25-20-PLT: Consider adopting a resolution approving the Final Plat of Leon Reserve Phase II, a 40.11 +/- acre, 169-lot, 4-block, 1-tract, residential subdivision with developer-requested exception to UDC Section 8.2.1.D.3 related to Residential Subdivision Entrance/Access Design Standards, situated in the Maximo Moreno 11-League Grant, Abstract No 14, City of Temple, Bell County, Texas, located on the north side of E. FM 93, approximately 0.5 miles east of the intersection with S. 5th Street, tax appraisal parcel ID 40918.
The City Council reserves the right to discuss any items in executive (closed) session whenever permitted by the Texas Open Meetings Act.
